You may have started to hear some buzz that sounds like “Cash for Clunkers” - over in Washington. The proposed program, Cash for Caulkers or HOME STAR, is currently being discussed as an incentive for 2010 to cure the duel problems: 17% of construction workers are unemployed and over 20% of US carbon emissions come from residential buildings.
